It simply is true that there is a point in the life of an organization when the organization is ready to build a data warehouse. The point is usually where the pain of not having a system of record and not having granular data becomes so acute that not having a data warehouse is not an option. The pain is felt by the business person, not the technician, and the pain becomes obvious in business decisions (and the lack of information on which to make proper business decisions).
It is at this point that the business decision is made to build a data warehouse. Trying to build a data warehouse before this point in time is usually an exercise in futility. A half-hearted effort is made, and the results are not close to what an organization needs as a basis for information.
